For this photo, I enhanced the vibrancy and brightness slightly to bring out the smudge of color in the background, and increased the clarity very slightly to be sure that the bikers stood out against the background.

Analysis:
The subjects are just slightly off-center in the photo, which adds to the idea of chaos and speed created by the blur of the slow shutter speed. The highly vibrant reds stand out against the bikers dressed in black, while vibrant colors are also being reintroduced in the third biker's tires and bike frame, creating layers within the image. The lights are all very artificial in their brightness, which creates a sense of place and allows the viewer to more clearly understand that the setting is a city. The slow shutter speed places the bikers in a clearer focus while creating artful texture and blur in the background. All of these aspects contribute to the overall chaos of the image.
